The Maintenance Regulations Project (MRP) is an initiative of CASA CEO Bruce Byron and as launched in October 2005.

The two goals of this project are to provide Australia with a world class set of safety regulations covering all elements of aviation maintenance and training, and to trial a new form of regulatory development. A key factor in achieving these goals was the early formation of a small (nine members) combined industry CASA project team.

Industry participants were drawn from the Air Transport, General Aviation, Maintenance Repair and Overhaul, and Maintenance Training sectors and bring a wealth of current Australian and International aviation experience and knowledge to the project.

The team visited Europe in late 2005 to learn first and about the philosophies used to regulate aviation safety under the European model. The study tour revealed that the EASA regulatory model for maintenance provides a safety-focused, pragmatic, flexible and outcome-based regulatory environment for industry to operate in. The model demonstrably embraces human factors in search of an improved safety outcome and at the same time, acknowledges the reality of commercial practices; it devolves to industry many responsibilities and privileges.

The project team concluded that the EASA maintenance rules provide a sound starting point for development of equivalent Australian regulations. The project team commenced work to adapt the EASA regulations to meet Australian legal drafting requirements with as little change to the outcomes as is possible. Completion of this phase is planned for the middle of 2006. Development work for specific regulations has now commenced with a full suite of maintenance regulations anticipated by the end of 2006. Adoption of the new regulations will then follow, including variable implementation periods between industry sectors.

The project team is taking specific care to maintain those parts of the Australian system which are more advanced than the EASA rules, such as competency based training, and our acknowledged expertise as a major General Aviation country.
